Fermín Fontanés
Executive Director, Latin America
With over 25 years of experience in the energy, environmental law, and public-private partnerships sectors, Mr. Fermín Fontanés serves as Circon Energy’s Executive Director for Latin America and General Manager for Puerto Rico. Prior to joining Circon, Mr. Fontanés held the position of Executive Director of the Puerto Rico Public-Private Partnerships Authority (P3A) from 2019 to 2024. During his tenure at P3A, Mr. Fontanés spearheaded approximately $9 billion in transformative public-private partnerships (P3) transactions, significantly impacting Puerto Rico’s infrastructure and economic development.
In his role as Executive Director of P3A, Mr. Fontanés oversaw the public-private partnerships (P3) transactions for the transformation of the Puerto Rico Electric Power Authority (PREPA), one of the largest public utilities in the United States. He also managed innovative infrastructure projects driving significant economic development including the P3 for the concession of Puerto Rico’s Maritime Transportation System and the concession for the San Juan Bay Cruise Terminals, a pioneering initiative that aims to reposition San Juan as a leading cruise destination in the Caribbean. Just prior to joining the Circon team, Mr. Fontanés successfully completed the selection process for the construction and operation of a 478 MW LNG-to-Hydrogen Generation Plant, which will enhance grid stability and diversify renewable energy sources in Puerto Rico.
Fermín holds a Bachelor of Science in Environmental Policy and Resource Behavior from the University of Michigan and a Juris Doctor from George Washington University Law School. Prior to assuming the position of Executive Director of the P3A, Fontanés was a member of the Environmental Law, Energy, and Land Use practice group at two of the leading legal firms in Puerto Rico and served in the Office of the General Counsel for the Federal Energy Regulatory Commission (FERC). Prior to pursuing a career in environmental law, he founded and served as president of an environmental consulting company that provided services for projects across the United States, Central America, and South America.
