The problem
Two problems that are actually one problem.

of municipal solid waste generated worldwide in 2022 — on course for 3.86 billion by 2050.

people still without access to electricity in 2024, with the global access rate stalled at 92%.
These are usually treated as separate problems, managed by separate agencies, funded from separate budgets. They are not separate.
Waste is an overlooked resource — a recoverable commodity mislabeled as a liability. Circon represents commercially proven technology, contracted feedstock, diversified revenues, and experienced operators to correct this error at industrial scale — in the places where both problems are most acute at once.
Incineration burns waste, releasing carbon and hazardous emissions. Pyrolysis heats waste resources in the absence of oxygen, so it CANNOT burn. What results is clean synthetic fuels and solid carbon — products, not hazardous consequences.

Feedstock
Municipal organics, waste plastics, end-of-life tires, biomass, storm debris and industrial residues — energy-dense streams diverted from landfills and from the natural environment, secured under long-term sourcing agreements at a contingency scale beyond the facility's requirement.

Thermal conversion
Modular conversion units break the feedstock down into syngas and solids. Sealed and oxygen-free, NO combustion of waste. Each conversion module can run a dedicated feedstock class in normal operation, but is capable of processing alternate feeds — so a scarce, more expensive or quality-impacted stream can be swapped for another to maintain uptime.

Clean fuels and steam
Syngas from high-quality feedstocks is converted to liquid fuels, while feedstocks with high oxygen and moisture content are converted to high-pressure, high-temperature steam — BTUs in, BTUs out. This maximizes quality and enhances dual-path power production through any feedstock interruption, maintenance or unplanned disruptions.

Power and products
Clean fuels and steam drive turbines that produce firm 24/7/365 power to the grid. The solid materials are separated into recovered carbon black, biochar, biocarbon, steel and non-ferrous metals and sold into industrial and agricultural markets.
Most waste projects have one product, one source, and one customer. Our circular economy solution offers a bankable risk profile with contracted core revenues complemented by multiple ancillary income streams that enhance financial flexibility and downside protection.

Why it scales
Built to be repeatable.
Every segment of the energy facility is a modular design, enabling repeatable and capital-efficient scaling. Scale here means the right number of modules of the same design. Each subsequent facility becomes an assembly exercise rather than a development one.
Global waste volumes are rising and grid reliability is falling simultaneously. That intersection of challenges is also an intersection of opportunity.

No first-of-a-kind risk
Commercially proven equipment from established suppliers, deployed modularly and reviewed by an independent engineer. Development-stage energy projects fail on unproven hardware more often than on anything else. The innovation here is in the business model, not the machinery.

Feedstock secured beyond requirements
Long-term contracted supply from multiple independent sources, with no single-supplier dependency. Development contracts multiples of the required volume, and diversity of feedstock, to de-risk operations.

Revenue diversification
A long-term power purchase agreement anchors a highly bankable finance structure. Diversified ancillary revenues from excess clean fuels, recovered commodities and environmental credits enhance financial flexibility and downside protection.

Fewer single points of failure
Each conversion module runs a dedicated feedstock class but is capable of processing alternate feeds, and power can be generated from fuel or from steam. Redundancy at both the input and conversion stages means the energy facility routes around a disruption rather than halting — and lets it optimize toward the highest-value co-product at any given time.

Modular also reduces execution risk
Every segment of the energy facility represents mature, commercially established technology without first-of-a-kind risk. Modular builds also increase budget certainty, compress schedule, reduce execution risk, reduce dependence on local work skills, and limit the impact of weather and site conditions.

Carbon claims that can be verified and sold
Roughly 3 million mT CO₂e per year avoided and removed across the carbon lifecycle analysis in a typical 200 MW modular design build. Credits verified and registered against approved methodologies are tradeable digital credits — an environmental result that clears a diligence review, not just a social claim.

A regulatory position that took eight years
Independent power production is the fastest route for those seeking to increase grid reliability and reduce the cost of electricity. In Puerto Rico that required new law and the authorization of wheeling — the private generation and sale of power, using the grid to deliver it to the user for a toll charge. We engaged in 2018 to support the Puerto Rico Energy Bureau's work to authorize wheeling regulation. Circon is now certified by the Puerto Rico Energy Bureau as an Independent Power Producer, Electricity Service Company and Retail Electricity Supplier — the status that paves the path for our project, and for other power developments, to deliver much-needed relief.

We cannot address every need in the global waste and power market, but we fought through the headwinds of COVID, global conflict, financial uncertainty, political turmoil and regulatory stress, and we are making an impact.

The reporting framework is aligned to the EU Green Bond Standard and the Equator Principles, with IFC Performance Standards behind the environmental, labor and safety metrics — the standards international lenders and development-finance institutions apply at diligence.
